Why does overtime differ between states?

Every state must at least follow the federal FLSA — 1.5× pay after 40 hours in a week. Some states add stronger rules, such as daily overtime: California pays overtime after 8 hours in a day and double time after 12. That is why two states with similar minimum wages can produce very different overtime pay.
